Port of Amsterdam develops Green Port Amsterdam with a new vision and strategy

In 2024, we developed a new vision for the Port in 2040 and a four-year strategy for the Amsterdam port. As of today, both documents have been submitted to the City Council for review and feedback.

Green Port Amsterdam

With our new vision, we are working towards Green Port Amsterdam. This means that by 2040, Amsterdam will be the port of destination for clean shipping, circular industry, and renewable energy. Green Port Amsterdam will remain a vital international logistics hub for essential raw materials and energy.
Koen Overtoom, CEO of Port of Amsterdam, explains: “This is essential for achieving a climate-neutral future by 2050, and it also presents economic opportunities. By 2040, the new contours of the port will be clearly visible. The necessary infrastructure—such as additional substations and electricity networks for electrification, as well as networks for hydrogen, steam, heat, CO₂, and industrial water—will be widely and extensively available. Along the quays, permanent shore power facilities will be in place, supplied with green energy from the sea. There will also be infrastructure for the bunkering of renewable fuels. Digitalisation will have made sea and inland shipping planning more efficient—and therefore cleaner.”

On course towards a future-proof port complex

We are taking the first sprint toward Green Port Amsterdam with our new four-year strategy (2025–2028). This strategy, titled “On course towards a future-proof port complex,” focuses on the transformation of the port area—building up non-fossil activities while phasing out fossil-based operations.

The period 2021–2024 focused on the transition of coal terminals, the establishment and expansion of new circular activities, and maintaining the port’s accessibility. We will continue these efforts over the next four years.

We are building a port where renewable energy sources, circular industries, and low-emission logistics take center stage. A port with a business climate aligned with the European climate goals for 2030. To support this, we are creating connections, investing in both above- and below-ground infrastructure, and ensuring enough safety zones. All to accelerate the transition within the Amsterdam port area.

Koen Overtoom: “If the transition can take shape anywhere, it’s in the port of Amsterdam. One of our key goals is to support the growth of Green Energy Port Amsterdam by increasing the transport of renewable liquids by 25% compared to 2024. By 2028, around three-quarters of the Port of Amsterdam’s total revenue will come from non-fossil activities. We are also strengthening our position as a reliable and predictable port with a high level of safety, and we are investing in port infrastructure.”

This vision and strategy were developed in close collaboration with our clients and stakeholders. Once the Amsterdam municipal executive (college van B&W) has approved both the Vision 2040 and Strategy 2025–2028, the final decision will lie with the City Council.
