Enter into collection agreement with Port of Amsterdam

To enter into an agreement with Port of Amsterdam ad you need to apply for the so-called Open House. This Open House concerns registering for the collection and processing of Annex I, IV, V and VI ship-generated waste in the North Sea Canal area, to which the cost recovery system (100% cost recovery Annex V and a minimum of 30% cost recovery Annex I, VI and VI) applies.

Only parties with whom an agreement has been concluded in accordance with the open house are eligible for invoicing the costs incurred with respect to collection in accordance with the cost recovery system as included in the Port waste plan.

1. Application guide and other attachments.
Please find enclosed the notification guide including attachments associated with this tender. By answering "Yes" to this question, you confirm your agreement with the contents of all the attached documents.

2. Entry in trade register.
Registrant is registered with a trade or professional registry with the business activities required for the assignment.

To be submitted: for the above requirement, the applicant must submit a declaration, not older than 6 months, showing that the company is registered in the national professional or trade register, according to the requirements applicable in the country in which the company is established, or provide a similar declaration under oath. Within the Netherlands, an extract of registration with the Chamber of Commerce fulfills this function.

3. Application Uniform European Procurement Document.
PoA uses the 'Uniform European Tender Document' (further: UEA). In the UEA the applicable grounds (exclusion criteria and minimum requirements) are marked by means of checkboxes. By completing and signing this UEA the Candidate declares that the marked exclusion criteria do not apply to him and that he meets the stipulated selection criteria. If the content of any supporting documents does not correspond to that stated in the description, the candidate will be excluded from further participation in the tender procedure.

4. Wet milieubeheer
Notifier holds a Permit based on the Environmental Management Act c.a. and the Waste Collection Decree (Bio). The Notifier is listed cfm. The Besluit inzamelen afvalstoffen & regeling vervoerers, inzamelaar, handelaars en bemiddmiddelaars is on the VHIB list.

To be submitted: provide a valid permit and copy of the entry on the VHIB list.

5. Safety
Applicant must demonstrably comply with applicable national and international laws and regulations (Health and Safety Act, Prevention of Pollution from Ships Act, safety regulations in the port and the Waste Act).

Submit evidence at registration: For the above requirement, notifier must submit a safety plan, safety protocols, certificates and/or other evidence signed by management.

6. Deciding condition: HOV permit
After the successful completion of the application to the Open House, an agreement will be concluded with notifier to arrange the financial compensation for the purpose of collecting ship waste. Before the agreement between notifier and port authority is actually concluded, notifier must be in possession of a valid and approved HOV permit for the respective region.

If an HOV permit is not issued, the agreement will be terminated.

7. Collection Agreement
Enclosed you will find the agreement that will be used after completion of the open house. Once the procedure for admission has been successfully completed Port of Amsterdam will enter into this agreement with you. By answering "Yes" to this question, you confirm your agreement with the contents of all the attached documents.

8. Waste list with price list
In the appendix you will find the drop-off list of tariffs (for HAP 2023) to which this agreement will apply that the Port of Amsterdam, as counterparty to the agreement with the port reception facilities, will pay out. In the attached memo you will find a further explanation of the tariffs of the HAP 2023. By answering "Yes" to this question, you confirm your agreement with the contents of all attached documents
